Job Description:
Develops Acquisition Plans and other procurement justifications and approval documentation; Source Selection Plans, including development of evaluation criteria; Contract line item structures; Statements of Work; Task statements; Contract modifications; Change Proposals and Contract correspondence

Required Skills:
Support the Strategic Acquisition Planning process; provide input and recommendations (i.e. acquisition subject matter expertise and strategic advice) to senior OSGS leadership to support technical and system engineering of the development of the NOAA enterprise ground system: 
Convert proposals into appropriate formats and prepares document submissions to support slide presentation. 
Plan, assess and maintain acquisition milestones; 
Assist OSGS with briefings, consultations, and strategy sessions in order to communicate the vision, intent, and process to achieve mission objectives. 
Perform and conduct research efforts and provide recommendations for NOAA Satellite Ground Systems for cost estimate and/or budget activities inclusive of all program life cycle phases 
Develop, monitor and maintain statistical databases related to the acquisition process in response to initiatives generated internally and externally to the organization Prepare and maintain acquisition plans, appropriate milestone charts and related schedules 
Develop, produce and deploy Phase A Program Formulation and Life Cycle Cost Estimation to maintain, and operate over the entire life span. 
- Assessing Concept and Technology Development related to Acquisitions; 
- Supporting Project Life Cycles Gates related to Acquisition activities; 
- Incorporating preliminary project requirements into the acquisition plan; 
- Supporting Risk analyses and impacts; 
Identify and analyze acquisition process problems, trends, and emerging needs. 
Formulate and justify new statutory initiatives to address unique problems, to meet newly emerging acquisition needs, and to resolve critical procurement process problems
Work directly with Division Chief’s and Project Managers as required.
