The SETS Team will provide relevant subject matter expertise and system engineering support for the Radio Frequency Interference Monitoring System (RFIMS) Project.
Specific RFIMS support tasks include the following:
Radio Frequency Support
•Provide assistance in analyzing space to ground communications, including antennas, space contractor systems engineering, and RF analyses;
•Assist the OSGS RFIMS Project in developing a monitoring system architecture;
•Conduct RF link and spectrum interference analyses;
•Support Project in working with the National Telecommunications and Information Administration (NTIA), to perform RF related trade-off analysis and miscellaneous RF related technical studies;
•Provides RF systems expertise and consulting services in the development and fielding of technologies to protect NOAA environmental satellite-to-ground communications systems from mobile wireless communications devices that are or will be sharing the 1695 MHz – 1710 MHz spectrum
•Performs technical planning, systems integration, verification and validation, cost and risk, and supportability and effectiveness analyses for complex RF and satellite communications systems to include mobile wireless devices and any associated interference phenomenology
•Supports the RFIMS Project Manager in monitoring and controlling the technical performance of the RFIMS development contract(s) throughout contract execution
•Conducts RF link analyses and RF spectrum interference analyses, assist in RF support with the National Telecommunications and Information Administration, perform RF trade-off and miscellaneous technical RF studies
•Provides site visits, as needed, to support the establishment of a RF systems testing capability, to conduct and/or support RF environmental surveys, and to observe testing of Contractors’ RFIMS technologies during contract execution
•Assesses and evaluates potential Contractor technology solutions designed and developed under the RFIMS acquisition effort to mitigate spectrum management and RF interference issues
•Supports reviews, evaluations and provides comments on all Contractor technical documentation and deliverables and supports key SDLC milestone reviews.
•Experience in L-Band, S-Band, and X-Band frequencies, and equipment -- up and down converters, low-noise amplifiers, transmitters, modems (modulators and demodulators), large aperture antennas, multi-band feeds, signal combiners
•Experience with Radio Frequency (RF) instrumentation in the 70MHz and 1200MHz intermediate frequency ranges, and 1 GHz to 8 GHz baseband frequency ranges, including spectrum analyzers, signal generators, modulators/demodulators
•Ability to measure performance characteristics of RF systems including; G/T, Transmit EIRP, Undesired Emission Levels, Transmit and Receive path Gain, BER, Implementation Loss, Insertion Loss, Power Spectral Density, Vector Error Magnitude (EVM), receive noise, phase noise, group delay, etc.
•Experience with link performance characteristics and ability to prepare a link budget
•Experience with RF system design including transmit and receive systems - applying trades for power, modulation type, bandwidth, BER, antenna size
•Experience and Knowledge with planning, organizing, collecting, cataloging, trending RF data measurements for performance characterization, base-lining, and anomaly identification
•MATLAB experience, and the other strong sys eng experience with a EE background
•Assist NESDIS in defining the need for new or upgraded systems, generating requirements, generating Statements of Need and Statements of Work, participating in the Contractor selection process, monitoring the Contractors’ design, development and testing work, participating in system integration and testing, and participating in government system and operational testing;
•Assist NESDIS in Information Technology (IT) architecture analysis, strategic planning and design activities, development and deployment activities, physical and IT security evaluation and recommendations, contingency planning, facility upgrade planning, and performing special studies as directed by NESDIS.
Bachelor's Degree in engineering (preference is in Electrical Engineering) and 10+ years or Master’s Degree and 8+ years of experience in the field or in a related area.
