Job Description:
The JPL Mobile App Store is a critical institutional service provided by the JPL OCIO (Office of the Chief Information Officer). The Mobile App Store provides a platform for JPL mobile application developers to easily and securely distribute JPL developed mobile applications internally across the Laboratory, as well as to the greater public outside of the Lab. It also serves as a portal to facilitate the development of JPL mobile applications by providing access to necessary tooling, certificates, and general mobile developer related resources.
Seeking an individual who is passionate about mobile applications to lead this vital institutional function. In this role, you will influence and be fully involved in the mobile application development lifecycle, from development through distribution, for new as well as existing JPL mobile apps. You will also utilize your considerable mobile development experience to lead the development of new applications for customers across JPL seeking to expand their mission or business capabilities via the power of mobile apps. You will work with, provide leadership for, and help grow a talented team that is equally passionate about mobile applications.

Responsibilities: 
Lead and provide ownership of the JPL Mobile App Store and ensure excellent support for all of its associated sustaining and customer support activities 
Interface with developers across the Laboratory to facilitate the distribution of JPL developed internal and external mobile applications via the JPL internal facing enterprise app store, or the iTunes and Google Play public app stores 
Provide a robust mobile application publishing pipeline to JPL developers to ensure that mobile applications meet all necessary JPL legal and security requirements for publishing and distribution Enable processes for JPL mobile developers to adequately self-test mobile applications as well as distribute builds to customer groups for testing purposes 
Interface with OCIO Operations and IT Security partners to ensure a seamless end-to-end mobile applications experience for JPL users, leveraging related OCIO tools such as Mobile Device Management (MDM) 
Maintain an excellent and active relationship with partners from the JPL Acquisition team to ensure full ongoing availability of Apple and Google licensing for JPL mobile developers 
Ensure that JPL mobile applications are rebuilt annually in order to comply with new mobile operating system releases and technical/security advancements 
Lead the development of new mobile applications that may be requested by a variety of customers across JPL 
Cultivate and maintain robust and efficient mobile development expertise within the team in order to respond to ongoing demand for mobile applications by JPL customers

Required Skills:
Degree in Computer Science, Computer Information Systems, or related field: Bachelors with 6 years of related experience, Masters with 4 years of related experience, or PhD with 2 years of related experience 
Expert in iOS and Android mobile development: programming, app architecture, and best practices 
Expert in Swift/Objective-C and/or Java 
Strong familiarity with Xcode, Android Studio, and associated SDKs 
Familiarity with Apple iTunes and Google Play mobile app distribution processes 
Familiarity building and consuming web services: REST, SOAP, etc. 
Familiarity building and consuming back end data stores: relational databases, key-value, document stores, graph, etc. 
Strong customer service focus 
Excellent written and verbal communication skills 
Ability to mentor others

Experience with cloud computing and/or Amazon Web Services: EC2, S3, Route 53, RDS, EBS, ECS, Lambda, etc. 
Familiarity with JPL budgeting and financial practices
