Job Description:
•Work with NINDS DIR staff to prepare and perfect acquisition documentation (State ments of Work, Purchase Descriptions, Independent Government Cost Estimates, Market Research, Sole Source Justifications, etc.) into proscribed templates and formats.
•Generate simple and clear guidelines for customers on documentation requirements for contracts; train new purchasing requestors on the completion of those required documents.
•Monitor and track NIDA COAC and non-NIDA COAC orders from initiation to completion; provide regular updates when requested.
•Maintain and update the NINDS DIR acquisitions tracker and files (electronic and hard copy).
•Make recommendations; implement and manage improvements for acquisitions record keeping and tracking.
•Address questions; provide updates and customer support as point of contact between NINDS DIR and NIDA COAC.
•Maintain communication and assist with communications between NINDS DIR and NIDA COAC staff to resolve miscommunications and move orders to completion.
•Investigate and resolve unpaid invoices on behalf of NINDS DIR and NIDA COAC.
•Generate, implement and manage standard operating procedures (SOPs) to promote consistency and improvement on NINDS DIR internal acquisition processes.
•Participate in discussion with NINDS DIR senior level management on interpretation and implementation of guidelines in the Federal Acquisition Regulations (FAR) to ensure adherence to policy.
•Prepare acquisition summaries and reports.
•Work with staff to organize and generate the agenda for acquisitions meetings.
•Participate in NINDS DIR studies and analysis of acquisition operations and efficiency.
•Facilitate the investigation and document preparation for all NINDS DIR unauthorized commitment actions.

Required Skills:
•Bachelor’s degree in a related discipline; two (2) years of specialized experience plus an Associate’s degree is equivalent to a Bachelor’s degree; four (4) years of specialized experience plus a high school diploma is equivalent to a Bachelor’s degree.
•Minimum of five (5) years of related experience.
•Expertise with Microsoft Office Suite (MS Word, Excel, Outlook) and database management,
•Strong communications skills, both oral and written.
•Excellent analytical, organizational and time management skills.
•Ability to multitask and pay close attention to detail.
