Job Description:
Manage Electrical construction projects within the Operations Management Section of the Facilities Division Office. The Construction Administrator will report to the Group Supervisor for Construction Administration within the Operations Management Section. Provide technical and administrative expertise for assigned Facility Service Request and Construction of Facilities (CoF) projects during construction, and close-out phases.

Ability to work successfully with competing priorities to meet Facilities group goals. Develop and maintain professional working relationships with project stakeholders at JPL. Interface and coordinate with JPL clients and partner with JPL organizations on the development and execution of construction projects. Manage contracts, budgets, schedules, output quality and relationships with key suppliers, and construction subcontractors for assigned projects.

Report project status (safety, cost, schedule, and quality) and issues/problems to management. Execute job duties in accordance with NASA approved directives and policies, JPL RULES and industry best practices. Develop scope of work for facilities construction projects, based on user requirements. Provide written statements of work for contracts to be performed by subcontract firms. Be a team leader, accountable for team results on multifunctional and/or multidisciplinary projects and assignments, including performance standards, budget and schedule.

Required Skills:
-Requires 10 years’ experience in the Electrical Construction trade; or a BS in Construction Management and 5 years’ experience. 
-Knowledgeable in the Facilities field with expertise in Electrical construction. 
-Demonstrated experience in leading subcontractors associated with the completion of construction projects. 
-Extensive understanding and wide application of advanced principles, theories, and concepts in Project Management of facilities activities associated with institutional infrastructure, site structures, utility systems and equipment in a campus-type setting. 
-Has wide-ranging experience and advanced knowledge in Construction principles. 
-Experience in estimating a wide range of electrical construction projects including labor hours and material take offs. 
-Knowledge of applicable industry practices and standards in construction. 
-Excellent verbal and written communication skills. Ability to effectively communicate with supervisor, other construction administrators, as well as contractors and consultants. 
-Excellent working knowledge of the Microsoft Office suite of programs including Project. 
-Excellent working knowledge of, and experience with, the latest safety practices in the construction industry. 
-Excellent working knowledge of construction contracting methods (design-bid-build, design-build, fixed-price, task order, time & materials) and evaluation methods (low bid, best value, evaluated procurement). 
-Excellent working knowledge of developing construction schedules. 
-Working knowledge of current California building/construction codes and Americans with Disabilities Act (ADA) requirements. 
-Certification as an Electrical Inspector by ICC is desirable or must be willing to obtain certification in a specified length of time.

Desired Skills:
-Expert in the fields of Construction and Project Management of Facilities including Electrical Construction, and facility infrastructure. 
-Experience working in a Federal government setting, familiarity with NASA/JPL policies and procedures. 
-Knowledge of utilizing Bluebeam Software as a review and documentation tool. Working knowledge of TRIRIGA and Meridian Facilities management programs.
