Job Description:
The selectee for this position will be responsible for coordinating activities with other SMEs supporting the NESDIS OSGS organization with application and implementation of sound industry relevant Systems Engineering principles across the enterprise. To this end, this person initiates, supervises, and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs; provides strategic advice, technical guidance and expertise to program and project staff; provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; consults with client to define need or problem, supervises studies, and leads surveys to collect and analyze data to provide advice and recommend solutions. Majority of work assignments are self-directed; therefore, the selectee must have a successful track record for working independently, managing time, managing multiple (sometimes conflicting) priorities, and personally accountable for completion of duties and assignments.

Required Skills:
•Bachelor’s Degree in engineering, computer science, project management, or other technical fields of study. Master’s Degree or PhD is favorable.
•Position requires past experience working with remote sensing satellites 
•Legacy GOES Sustainment: to act as PMO and System Engineering support for the LEDS- 2 contract/projects, coordinating with the COR and OSPO staff to enable these upgrades to be delivered on time and on budget; to recommend sustainment strategies to keep the GOES Ground System secure and reliable through 2022; to evaluate existing studies and proposals for opportunities to leverage GOES-R ground system capabilities and oversee implementation of recommendations where appropriate; to align GOES and POES ground system sustainment where cost savings or avoidance could be realized.
•Actively represent and pursue the best interests of an assigned project, leveraging experience and expertise to ensure mission goals and objectives (stated and implied) are foremost in analysis and subsequent recommendations for actions/plans. 
•Work with government and contractor personnel to propose and influence, and design, the risk management approach, as appropriate.
•Proactive Risk Management identification, analysis, assessment, control, as well as development of mitigation strategies (avoidance, minimization, or elimination of identified or unacceptable risks.
•Key participant in tracking risks, implications, and burn-down progress relevant to project/mission activities and potential for impact and notification to adjacent missions/projects 
•Identification, documentation, and implementation of lessons learned
•Active participant in meetings, working groups, teams
•Compilation of reports, presentations, white papers, recommendations, and position statements
•Past experience with NOAA (especially NESDIS) or NASA systems, missions, projects, and protocols is essential; however, applicable experience with other government agencies will be considered.
•Excellent written and oral presentation skills
•While not required to supervise the activities of others, the selectee is required to have leadership skills to champion mission/project goals and objectives.
•Must be eligible for Public Trust clearance.

Desired Skills:
•PMP Certification is favorable, but not a requirement
