Job Description:
Raytheon Intelligence, Information and Services (IIS) is seeking a Chief Engineer (CE) to support a focused campaign pursuing programs and customer shaping for a system that rapidly detects explosive and narcotics using nuclear quadrupole resonance using our patented technology. We are seeking someone who can develop the technology into saleable products as well as develop customers for the systems. 

The Chief Engineer is responsible for meeting technical requirements on the program or pursuit and is responsible for the overall technical integrity of the program. The CE will participate in the pursuit, development, prototype, and support of the program life cycle by providing technical leadership across the development team. Responsibilities include, but are not limited to, the following:

•Establish customer needs and develop them into business/technical requirements and establish scope and schedule parameters to execute projects 
•Write clear and persuasive technical papers and technical proposals 
•Responsible for overall Engineering execution, having decision authority over the technical baseline 
•Understand the impact of technical decisions on the overall budget and schedule for the Engineering tasks 
•Support Engineering Bid Reviews and Engineering Program Reviews 
•Transition projects from concept to product, driving development of the baseline as well as required staffing and skills 
•Ensure effective Engineering management of suppliers – including SOWs, requirements specs, and process compliance 
•Provide leadership to system demonstrations 
•Attend technical interchange meetings and represent the organization in matters pertaining to the project 
•Able to travel

Required Skills:
•B.S./B.A. in Aerospace Engineering, Electrical Engineering, Mechanical Engineering, Physics, Math and 10 years relevant work experience. Advanced degree preferred. 
•Expertise and experience in the following technologies: 
      oLow frequency RF design and propagation 
      oLow frequency antenna design 
      oEMI metrology techniques 
•Experience guiding a capability from concept through to a developed product 
•Senior level oral communication and presentation skills 
•Excellent written communication skills, with strong experience developing white papers and technical proposals 
•Strong customer and user relations skills as well as experience at technical interchange meetings and representing the organization in technical matters 
•Experience establishing and maintaining working relationship with all levels of the corporate organization 
•Experience conducting system engineering, analytical, and trade study activities using structured techniques 

Desired Skills:
•Expertise in nuclear quadrupole resonance 
•Experience negotiating scope with customers, partners, and subcontractors 
•Experience in risk and opportunity analysis, tracking and mitigation
