This position is for a Supply Chain proposal development analyst in the SAS Supply Chain Proposal Excellence function. This position will be responsible for working with suppliers during the proposal phase of the procurement process and will collaborate with strategic affordability analysis organization as an interface to the supply base in order to communicate compliance requirements and provide assistance in interpreting regulations to ensure supplier proposals are compliant to the FAR.
-Develop commercial determinations and perform CID reports based on supplier provided data and market and technical research.
-Perform price analysis on supplier proposal pricing to drive affordability and value from Raytheon’s supply base.
-Development and issuance of RFP requirements to suppliers based on program direction in the customer RFP and Raytheon flow downs.
-Develop and communicate training materials to share with suppliers on building a proposals that aligns to the requirements of the FAR.
-Travel to suppliers who need assistance with understanding / interpreting FAR regulations and provide consulting support as needed in the development of complaint proposals that meets FAR standards.
-Reviewing of incoming supplier proposals for adequacy and providing feedback.
-Use of analytical techniques to determine reasonableness of supplier proposed costs.
-Identify high risk suppliers based on past proposal performance and development of risk mitigation plans.
-Maintain metrics on supplier adequacy and report to management.
-Bachelor's Degree in Engineering, Accounting/Finance, Supply Chain or other related business field. Master's Degree (MA, MS, MBA) or equivalent desired.
-Minimum of 8 years directly related work experience Strong analytical and problem solving skills.
-Experience working in the DoD Aerospace & Defense industry.
-Advanced knowledge with FAR regulations as it relates to Truth In Negotiations Act (TINA) and Cost Analysis and Price analysis (CAPA).
-Understanding of proposed labor, material, other direct costs, direct and indirect rates and profit.
-Must be able to work in a very fast pace environment and adapt quickly to changing requirements. -Experienced in writing proposals in response to FAR Table 15-2 requirements.
-Experienced in cost analysis and price analysis techniques as detailed in the FAR.
