Job Description:
The Capture Manager then has responsibility for the execution of all aspects of the bid and successfully manages the complex capture projects throughout the entire Federal Acquisition lifecycle from qualification through award.  The Capture Manager applies the business process for capture management and is responsible for opportunity qualification, win strategy development, shaping, and offer activities necessary to increase probability of a win for new business and re-compete opportunities. The Capture Manager develops and implements proposal and pricing strategy, manages and tracks the business development budget, staffs the proposal with adequate personnel, and identifies key personnel positions. The Capture Manager works with contracts to finalize teaming agreements, to establish the business basis for teaming, and to establish subcontract agreements and vendor pricing. The Capture Manager works hand-in-hand with the Proposal Manager during proposal development including the technical and management sections, and reviews and approves all proposal materials and responses to customer questions.
The Capture Manager leads and presents the gate reviews beyond the Pursue Decision and builds consensus and sells the deal inside the company. Finally, the Capture Manager attends the post-award conference and documents lessons learned. The Capture Manager deals directly with the senior leadership teams, Business Development Manager, the Proposal Manager, and other members of the pursuit team as appropriate. Interacts across the industry to establish / maintain relationships and create necessary teaming arrangements.

Required Skills:
•Must be a US Citizen or Green Card Holder
•Offer contingent on ability to successfully pass a background check and drug screen
•Collaborate with the VP of Corporate Development to define target markets, identify and qualify new business opportunities
•Lead business development activity throughout the Capture process to include:  Customer contact, Competitive Intelligence, Company solutioning and gap analysis, bid team structuring, Cost strategy and pricing, through Communicating the offering.
•Support marketing efforts by helping with development of collateral, white papers, and RFIs
•Develop the value proposition, win strategy, and offer design
•Utilizing provided tools and guidelines, classify the win probability (PW) funding probability (Pf) and probability of customer to proceed
•Identify and assess bid/performance/execution risks and establish appropriate risk mitigation and management strategies
•Collaborative engage the technical resources to development a solution and support capture and proposal activities necessary to meet customer requirements and easily evaluated by the source selection authority
•Engage the price-to-win and design to cost organizations to support solutioning and pricing necessary to achieve a winning offer to include color reviews, decision reviews, and proposal submission.
•Utilize exceptional communication skills to present, inform, and persuade high level internal and external customers of the team’s understanding of customer needs and requirements, business development and capture plans, strategies and actions
•Coordinate with account executives as needed, business development team and proposal staff members to carry out capture strategy and win new business
•Develop capture plan, establish win strategies, create and track schedules and budgets, report out to and seek guidance from senior leadership for assigned opportunities
•Present opportunity status at required decision reviews and obtain approvals as required to progress the opportunity through the capture lifecycle
•Calculate B&P Estimates and be prepared to justify budget
•Lead and manage the execution of capture activities to ensure costs, schedules, and performance goals are met
•Interface with industry peers and evaluate / recommend teaming arrangements
•Provide inputs to the VP of Corporate Development via Director of Capture to help develop and adjust the business strategy
•Providing written and verbal reports through recurring mechanisms on status of opportunities and capture efforts
