Job Description:
JPL’s Configuration Management Engineer (CME) is responsible for tailoring and implementation of the institutional Configuration Management (CM) process requirements on assigned JPL Projects and Independent Division Tasks. As a member of the Small Projects and Operations Information Management and Configuration Management Group, the CME will:
-Provide Hardware Configuration and Information Management type support, utilizing software products and information management tools and best business practices.
-Author an Information and Configuration Management Plan (ICMP) that will document program ICM policies and practices. Identify how information is handled based on specified criteria.
-Implement the applicable level of information and configuration management for project elements
-Be responsible for the planning and implementation of complex tasks that include the following: identifies, collects, catalogs, releases, reports, controls, manages changes, administers waivers, supports schedules, and record CCB minutes
-Manage information throughout the product's lifecycle, including archiving and closeout; advise project personnel.
-Investigate alternate methods/ procedures for information and configuration management. Recommend improvements to project personnel and management.
-Apply knowledge of standards and practices to integrate partner information and develop processes and procedures.
-Serve as the technical point of contact to implement and manage the appropriate level of access control to protect export controlled, proprietary, and sensitive project information.
-Plan, document, manage and execute the Change Control process. Establish change control through application of distributed change processing authority by providing tiered Change Control Board (CCB) administration and support including Change Request (CR) processing, action item capture/tracking/closure, coordination of impact assessments, change incorporation verification and closure.
-Access and work within Dynamic Object Oriented Requirements System (DOORS) database to verify changes in the system. Ensure the traceability of the design by linking/delinking requirements across multiple artifacts. Import/Export deliverables to/from DOORS and format each data item in preparation for delivery.
-Prepare CM activity/status reports and metrics for project meetings and reviews
-Audit configuration items to verify conformance to specifications, drawings and interface control documents, and other contractual requirements
-Ensure projects comply with Institutional Information and Configuration Management policies, processes, and procedures (e.g., JPL Rules for information, records, and configuration management, AS 9100, NPR 7120.5, International Traffic in Arms Regulations [ITAR]).
-Perform Drawing and Engineering Change Instructions (ECI) release (including verification of drawing approval and format).
-Work with IT and tool providers by defining application requirements, testing applications, and validating requirement implementation.

Required Skills:
• The candidate must be a citizen of the United States of America
• Candidate must have a minimum of a Top Secret/SCI clearance
• A United States Government administered polygraph examination will be given to the selected candidate; he/she must pass it to maintain employment in this position

-Have an active TS/SCI Security Clearance
-Be highly experienced using engineering data and configuration management processes, procedures, and discipline best practices.

-Coordinate and collaborate efficiently in a diverse team environment
-Have excellent verbal and written communication and computer skills
-Have experience with web-based collaborative platforms (e.g., SharePoint) and issue-tracking software (e.g., JIRA)
-Have experience with management of project data using an enterprise Product Data Management (PDM) system (e.g. Siemens TeamCenter)
-Have experience creating, updating and maintaining MS Office documentation
-Have experience managing and tracking action and tasks

Desired Skills :
• Knowledge in one or more of the following areas: Institutional repository development, metadata, knowledge collection and reuse
• Understanding and application of advanced principles, theories, and concepts in System Engineering, Configuration Management, Information Management/Science and/or Records Management for the capture, access, marking and handling, and reuse of technical knowledge
