Job Description:
The Technical Learning Specialist will serve as a learning professional, interfacing with JPL line organizations to lead the design of innovative learning solutions that improve performance, drive organizational outcomes, and engage the modern learner. You will serve as a credible and trusted learning advisor to senior level managers on effective, leading-edge learning strategies and modern learning delivery methods (e.g.: classroom, on demand, online, blended, etc.), implementing curriculum development plans that drive the business strategic goals for your learning audience.

• Execute with strong project management skills the end-to-end learning development lifecycle (ideate, design, deliver, evaluate).
Ideate:
o Utilize design thinking methodologies to translate business needs into learning specifications.
o Conduct robust design sprints and needs assessments to define curriculum development plans.
Design:
o Direct the development of learning solutions via buy, build, and configure/redesign.
o Partner with contract experts to ensure task orders and SWOs are accurately prepared and executed for the design and development of learning solutions.
Deliver:
o Manage project communication, budget, and internal and external resources to strict deadlines.
o Deliver pilots and package learning solutions for hand-off to stakeholders.
Evaluate:
o Assess the effectiveness & business impact of learning solutions through evaluation techniques and report out to the business.
o Oversee the maintenance and retirement of learning solutions
o Incorporate learner feedback for continuous improvement.
Other:
o Serve as the lead change management professional for small to medium projects through effective communication and user adoption plans.

The ideal candidate will have the following education, work history, knowledge and skills.
• Bachelor’s degree in technology, business or a training related field.
• Demonstration of progressive responsibilities in technical training design, development and delivery may be accepted in lieu of specified degree field.
• Six+ years’ training or development experience in a complex, highly technical environment.
• Demonstrated proficiency in designing and implementing a variety of technical training and development programs for a technical workforce
encompassing IT, business, engineering and other technical professionals. Working knowledge of Adult Learning Theory and Instructional Design Methodologies.
• Experience in facilitating design sprints, guiding stakeholders through the research, design and experience process, facilitating and leading collaborative planning sessions, and presentations.
• Experience developing and implementing change management plans to facilitate learning and the adoption of new employee behaviors for business solutions ranging from medium to enterprise wide projects.
• Ability to create a thorough training needs analysis to guide course sponsors and subject matter experts to a measurable result.
• Experience in utilizing contract staff augmentation in the development of course materials.
• Experience developing, delivering, and measuring instructor-led training.
• Experience using major eLearning development software including Articulate and Captivate, as well as familiarity with the Adobe ? Creative Suite, and leading live WebEx classes (cross platform and HTML5 compatible).
