Job Description: 
The contractor shall:
• Oversee and coordinate the activities of DOHS Chemical Laboratory Safety Technicians; assign laboratory surveys, injury investigations, and other tasks identified under the Statement of Work.
• Conduct routine laboratory safety surveys of laboratories that are not registered for pathogen or recombinant materials research; conduct surveys annually using a standard check-list provided by DOHS.
• Review available documentation regarding the laboratories prior to conducting the surveys; enter safety survey findings into an online database maintained by DOHS; utilize the list of laboratories provided by TAB and to ensure that all listed laboratories are surveyed annually; conduct surveys using a standard checklist provided by DOHS.
• Conduct assessments of research processes being used in laboratories; document these locations and processes using Microsoft Office or similar programs.
• Compile inventories of laboratory equipment and processes used in the non-registered laboratories; identify locations where standard operating procedures (SOPs) or risk assessments have not been performed.
• Conduct investigations associated with chemical injuries and incidents; perform surveys and interviews to identify contributing factors and root causes of the incidents; make recommendations for preventing recurrence of the incidents.
• Conduct follow-up reviews of the incidents to determine if corrective actions were adequately taken; document findings, recommendations, and follow-up information in an online database.
• Work with staff and management to compile/analyze data and identify accident/injury trends and assist in the preparation of reports; initiate investigations within 5 working days of assignment; complete and close out within 30 calendar days.
• Identify personnel that work in unregistered laboratories and determine the safety training status of the personnel.
• Identify equipment that may contain radioactive sources or produce ionizing radiation; examples include X-ray diffraction, analytical X-ray equipment, gas chromatographs, and Liquid Scintillation Counters; the NIH Division of Radiation Safety will provide a list of common equipment that may contain radioactive sources.
• Identify locations that have an elevated likelihood of having unregistered radioactive materials; examples include spaces without radiation signage on the door, but indicators of possible radioactive materials in the lab such as tape reading “Caution Radioactive Material”.
• Inspect and report sample inventories to identify long term storage or forgotten radioactive material repositories.
• Conduct investigations associated with chemical injuries and incidents; perform surveys and interviews to identify contributing factors and root causes of the incidents and make recommendations for preventing recurrence of the incidents.
• Conduct follow-up reviews of the incidents to determine if corrective actions were adequately taken; document findings, recommendations, and follow-up information in an online database.
• Work with staff and management to compile/analyze data and identify accident/injury trends and assist in the preparation of reports. Investigations will be initiated within 5 working days of assignment and will be completed and closed out within 30 calendar days.
• Respond to calls and inquiries, regarding safety concerns, from the NIH community; these are frequently emergency calls and require immediate response.
• Provide technical support and guidance in resolving safety issues and consult with DOHS leadership to help resolve complex problems or problems posing an immediate hazard to lab staff or the NIH community.
• Maintain an electronic database of all call and inquiry responses; enter data into a tracking system and a summary provided to TAB management at 30-day intervals.
• Attend periodic meetings, including a weekly meeting with the Chief, TAB and weekly meetings with TAB staff to discuss the activities of the CLSTs.
• Provide support and assistance for the development, implementation and maintenance of ongoing programs, projects, and initiatives to promote a safe and healthy work environment for NIH employees, patients, visitors, and guest workers.
• Provide assistance and support to managers, program staff, scientists, and technical staff throughout NIH on assigned safety and health matters; refer complex issues to TAB staff and/or management.
• Work with staff on the delivery of safety training programs.
• Advise DOHS staff on the status of occupational safety and health problems within assigned areas of work.
• Participate in the development of solutions for these problems; provide summaries of safety deficiencies and injury investigation findings to the appropriate TAB staff responsible for those laboratories; provide reports at least quarterly to allow the TAB staff to communicate findings to the IC safety committees. At a minimum, these reports will identify laboratories surveyed and a compilation of safety deficiencies, upcoming surveys, ongoing and completed injury and illness investigations and recommendations, ongoing and completed laboratory clearances, and basic analysis of safety information gathered from activities.
• Conduct chemical inventories as requested; identify Particularly Hazardous Substances (PHSs) as identified in the NIH Chemical Hygiene Program.
• Evaluate Standard Operating Procedures (SOPs), safety plans, and training records to determine their adequacy for meeting regulatory and policy compliance.
• Distribute DOHS educational and outreach materials to laboratories as part of routine safety surveys.

The contractor must have:
• Bachelor’s degree in Chemistry, Biochemistry, Molecular Biology, or a related discipline.
• Minimum of five (5) years of experience in a chemistry, biochemistry, or equivalent laboratory.
• The ability to implement, with the assistance of TAB personnel, new and/or established analytical techniques to evaluate survey and investigation data.
• Strong communication skills, both oral and written.
• Excellent analytical, organizational and time management skills.
• Basic knowledge of radioactive sources.
• A working knowledge of Microsoft Office Suite (MS Word, Excel, Outlook) and other data management programs.

• Within 30 calendar days of assignment to DOHS, the CLSTL shall complete the required NIH safety and research integrity coursework/training as mandated for all scientific staff working in NIH facilities:
o Introduction to Laboratory Safety
o Protection of Human Research Subjects
o OSHA Bloodborne Pathogens
• The CLSTL must complete required on-line training within 30 calendar days of assignment to DOHS:
o NIH Computer Security Awareness Training
o NIH Anti-Harassment Training
o Disability Awareness Training
• The CLSTL must complete required annual or bi-annual on-line training, per NIH guidelines, for:
o NIH Computer Security Awareness Training
o NIH Anti-Harassment Training
o Disability Awareness Training
