Job Description:
As a Resource Analyst, will be a member of 2520, Project Controls Section. Program/Project resource analysis responsibilities include:
• Development and maintenance of the WBS, WBS Dictionary and RAM.
• Monitors project funding for proper placement on contract, linking, and estimated exhaustion of funds to prevent misuse, overrun or delays in
funding. Implements solutions and resolves issues. Reports status to Group Supervisor.
• Develops, analyzes and updates complex project task plan documents (SOW, BOE, Cost estimates) using project history, actuals, and supporting
documentation. Is primary interface for all organizations involved.
• Develops the project financial positions relative to the Institutional deliverables for the PPBE, IBF, Cost Phasing, NF533 reporting, and
monthly/quarterly reviews.
• Monitors and assesses WAs to ensure completion, approval, and consistency with scope/schedule/budget.
• Develops time-phased budgets and EACs (may involve multiple work packages) in accordance with schedule plans. Analyzes issues and
recommends corrective action.
• Conducts in-depth analysis of program/project performance (may include earned value). Issues reports and recommendations to account
• Prepares and presents monthly/quarterly/yearly project financial reports.
• Participates as an essential team member on teams inside and outside organization, project, activity or function.

Required Skills:
• Must be a US Citizen or Green Card Holder
• Offer contingent on ability to successfully pass a background check and drug screen
• Typically requires a Bachelor’s degree in Business Administration or a related discipline, with a minimum of 6 years of related experience; a
Master’s degree in a similar discipline, with a minimum of 4 years of related experience; or a PhD in a similar discipline, with a minimum of 2 years of related experience.
• Wide-ranging experience and advanced knowledge in one or more of the following areas: financial resource management, workforce planning, business forecasting, and funds administration. Must have the ability to apply wide-ranging experience and advanced knowledge in one or more fields of related knowledge and to provide leadership, guidance, oversight, and scrutiny of an organization’s products, services, and/or capabilities.
• Must have the ability to work independently with only limited direction.
• Must have strong analysis skills and ability to exercise creativity and independent judgment in evaluation of issues and solutions.
• Must be able to interface effectively with program/project management, technical organizations, industry partners, bypass centers, and Sponsor.
• Must be resourceful and self-motivated with excellent verbal and written communication skills.
• Must be a strong user of Microsoft Office Excel and PowerPoint.

Desired Skills:
• Familiar with Laboratory and NASA policies and procedures, and government regulations across a range of applications.
• Previous experience in a  project team environment with project reporting, integrated cost/schedule planning, EVM, and various performance measurement techniques.
• Experience with cost-schedule baseline change control processes. Prior experience with Cobra, IBT, Data Extractor, Discoverer, and or OBIEE.
