Job Description:
The contractor shall:

Evaluate Infrastructure Service Branch’s current state; plan and implement solutions to address gaps and improve performance related to general operational practices, operation of scientific IT resources including high performance storage and computational facilities that support genomics, computational biology and imaging including both clinical imaging and microscopy, as well as tracking of technology changes in scientific computing, for example growing capability to conduct computational bio-physics simulations in cloud environments.

Conduct an assessment of and prepare a report on the current state of ISB with respect to:
o Operational processing and practices
o Systems Engineering
o Risk Management
o Problem Management and Response
o Monitoring of systems, servers, storage, applications and web services
o Continuous Diagnostics and Mitigation for IT security
o Technology Tracking
o Strategic Planning
o Appropriateness of infrastructure to the scientific needs of the Institute
o Appropriateness of the infrastructure to the administrative needs of the Institute
o Configuration Management
o Release Management
o Readiness for DevOps
Based on the assessment, make recommendations for more effective and efficient ways to utilize technology and operate the infrastructure in order to better support the scientific mission.
Work with ITAC staff to define a target state for the organization, processes, tools and technology required to meet the evolving needs of the Institute, including responsiveness to scientific and technological advances.
Prepare target state report for ISB including people, processes, tools and technology with key performance indicators for improvement.
Document plans for implementing identified changes and solutions for moving to the target state, to include resources, required, constraints, and milestones along with measurement of baseline KPIs and regular re-measurement to assess improvements.
Manage the implementation of identified changes and solutions for moving to an optimal state.
Review and assess changes as they are underway based on their impact and accomplishment of goals and objectives.
Communicate roadmap, findings, contract accomplishments and challenges to the NHLBI CIO in the form of a briefing.
Provide a final report that summarizes the “as-is”, “to be” and final state of ISB at the conclusion of the evaluation.
Attend regularly scheduled and ad hoc meetings with members of NHLBI and ITAC.

Job Duties:
Work products and documents related to evaluating ISB’s current state; plan and implement solutions to address gaps and improve performance related to general operational practices, operation of scientific IT resources.
Work products and documents related to conducting an assessment of and prepare a report on the current state of ISB; make recommendations for more effective and efficient ways to utilize technology and operate the infrastructure in order to better support the scientific mission.
Work products and documents related to defining a target state for the organization, processes, tools and technology required to meet the evolving needs of the Institute; prepare target state report for ISB including people, processes, tools and technology with key performance indicators for improvement.
Work products and documents related to documenting plans for implementing identified changes and solutions for moving to the target state; manage the implementation of identified changes and solutions for moving to an optimal state; review and assess changes.
Work products and documents related to communicating roadmap, findings, contract accomplishments and challenges to the NHLBI CIO in the form of a briefing; provide a final report that summarizes the “as-is”, “to be” and final state of ISB at the conclusion of the evaluation; attend regularly scheduled and ad hoc meetings.

Requirements:
Master’s degree in Information Technology, Bioinformatics, Systems Engineering, Computer Science or a related discipline; three (3) years of specialized experience plus a Bachelor’s degree is equivalent to a Master’s degree.
Minimum of ten (10) years of experience in a computer field.
Minimum of three (3) years of experience supporting IT infrastructure in a bio-medical research environment.
Understanding of government regulations, policies and procedures, in particular, those related to storage of data.
Demonstrated expertise in the evaluation, design, installation, configuration, and maintenance of high performance storage systems using Parallel File systems such as GPFS and Lustre, NAS and Object Storage, computational environments including both virtualized server environments, private clouds and high performance computing environments.
Demonstrated expertise in configuration management with release processes that promote releases into multiple environments.
Demonstrated expertise in the implementation of DevOps models.
Understanding of the NHLBI environment, culture and mission, and the ways in which ITAC fulfills the technology needs of NHLBI with particular reference to scientific computing and bioinformatics.
Strong communications skills, both oral and written.
Excellent analytical, organizational and time management skills.
