Job Description:

The contractor shall:

Quality Assurance
Work with ITAC Senior Staff on formalizing, documenting and executing a QA program that meets the needs of both the business and scientific IT communities with particular focus on the needs of critical software used in scientific research, especially clinical research where patient safety is paramount.
Define and execute a roadmap for the ITAC QA program that focuses on quality of user experience and management of scientific and clinical risks.
Work closely with the NHLBI Intramural Researchers to understand their QA needs for IT systems that are developed in support of research and science. 
Work closely with the NHLBI Extramural and OD community to understand their QA needs for IT systems that are developed in support of extramural programs and NHLBI business needs.  
Recommend and develop standards for Quality Assurance Surveillance Plans (QASPs) that are relevant for each type of contract that ITAC awards with quality levels appropriate to the scientific focus area and risk profile of the contract activities.
Work with other QA contract staff (1), and contract CORs to measure and report on trends for QASPs.

Develop and execute a plan for Problem and Incident management including, but not limited to;
o Process and triggers 
o Tools
o Reporting
o Remediation Tracking
Work with the existing QA staff (1) to develop QA dashboards and reports for CORs, Solution Delivery Managers, Contract Project Managers and Senior Management audiences.
Work with CORs and SDMs with QA reviews of deliverables from contractors and work with contractors on remediation plans

Independent Verification and Validation (IV&V)
Work with ITAC Senior Staff on formalizing, documenting and executing an IV&V program that meets the needs of both the business and scientific IT communities with particular focus on the needs of critical software used in scientific research, especially clinical research where patient safety is paramount.
Determine the specific IV&V needs of the Intramural community and develop specific plans for software developed in support of science and research.
Ensure that IV&V is provided to all custom and COT developed systems as needed in an approach that is unobtrusive to the release process.
Recommend and develop plans for execution areas that IV&V can be better integrated into the existing release process.
Recommend and develop plans for execution areas that IV&V can be better integrated into the future DevOps/Continuous Integration/Continuous Delivery (CI/CD) model.
Work with the IV&V team to provide dashboard and reports for various audiences.
Work with the IV&V team to recommend and develop an automated testing approach for scientific and business applications.
Assist the IV&V team with test tools analysis and strategies for deploying recommended tools into the environment. 

Job Duties: 
Work products and documents related to formalizing, documenting and executing a QA program that meets the needs of both the business and scientific IT communities; define and execute a roadmap for the ITAC program; ascertain QA needs.
Work products and documents related to recommending and developing standards for QASPs; measure and report on trends for QASPs; develop and execute a plan for Problem and Incident management; develop QA dashboards and reports; work with staff on reviews of deliverables.
Work products and documents related to formalizing, documenting and executing an IV&V program that meets the needs of both the business and scientific IT communities; determine specific IV&V needs of the Intramural community; develop plans for software.
Work products and documents related to recommending and developing plans for execution areas; work with staff to provide dashboard and reports; recommend and develop an automated testing approach; test tools analysis and strategies for deploying recommended tools into the environment.
Work products and documents related to providing monthly executive summaries on ITAC QA and IV&V, and updates to the ITAC Program Management dashboard, including milestones and risks.
Work products and documents related to working with staff to analyze business practices and recommending improvements for IV&V and QA, and developing communications and implementing processes, tools, and methods to better implement QA and IV&V; address process, checklists and templates.

Required:
Master's degree in Information Technology or a related discipline; three (3) years of specialized experience plus a Bachelor’s degree is equivalent to a Master’s degree.
Minimum of ten (10) years of specialized experience in Information Technology, with significant experience in Quality Assurance and IV&V.
Experience in health IT, scientific IT, clinical data management or equivalent.
Ability to present ideas and information to audiences of varying seniority and expertise including senior executives, scientists and physicians
Excellent organizational, critical thinking, analytical, decision making, time management and interpersonal skills.
Proficiency in Power Point, Project and other Microsoft applications.
Strong communication skills, both oral and written.
