We are currently seeking a Budget Analyst to work onsite with the National Institutes of Health in Bethesda, MD.

•Work with staff on all phases of the budget process to include formulation, presentation and execution.
•Assemble and analyze accurate financial data for presentation to senior management to make critical decisions.
•Organize results of analyses into coherent written or graphical reports, and presentations, for use by management.
•Enhance and refine budget processes and procedures by evaluating and assessing current methods.
•Allocate, monitor and evaluate expenditure of account funds on behalf of the Institute.
•Develop methods and procedures to enhance the financial monitoring and management of Division- and Institute-supported programs; assist in development of operating guidelines.
•Utilize various internal software applications to perform financial data queries and analysis and make recommendations based on analysis.
•Conduct management reviews or audits of financial data and reports and provide appropriate summary conclusions; provide recommendations for corrective action if necessary.
•Maintain dialogue with peers and managers to ensure timely exchange of financial information.
•Initiate, coordinate and implement special Budget Office programs and projects.
•Bachelor’s degree in Economics, Finance, Business or a related discipline.
•Minimum of two (2) years of related experience.
•Dynamic personality with a high level of interpersonal skills in order to deal effectively and persuasively with all levels of an organization.
•Proficient with IT software applications (e.g. Microsoft Excel).
•Knowledge and experience in various software applications and developing databases to perform data analyses.
•Skill in querying data and applying both analytical and evaluative methods and technique.
•Knowledge and utilization of quantitative analytical and statistical techniques.
•Strong organizational skills and the ability to prioritize complex tasks.
•Ability to manage and simultaneously coordinate high-priority short and long term projects.
•Strong communications skills, both oral and written.
•Ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, and regulation or law.
•Excellent organizational, analytical and time management skills.
